The Targeted Small Business (TSB) Program is designed to help women, minorities, individuals with disabilities or service-disabled veterans overcome some of the hurdles in starting and growing a small business in Iowa by connecting them with local resources, educational materials, networking events and financial opportunities. Jill Lippincott has been the Project Manager for Iowa Economic Development Authority’s (IEDA) Targeted Small Business Program (TSB) since 2016. In this role, Jill manages the review and certification of businesses that are 51% or more owned by women, minorities, individuals with disabilities or veterans with service-connected disabilities. In addition to the Targeted Small Business program, Jill also manages tax credits to employers engaging in training programs with community colleges and the distribution of annual training grants for Iowa’s Registered Apprenticeship programs. Prior to working for the state of Iowa, Jill has worked with non-profits and small businesses in Iowa, Colorado and Nebraska to lead strategic planning, business development, and quality improvement projects. Jill holds a Bachelor’s degree in Journalism from the University of Nebraska-Lincoln and a Master’s Degree in Public Administration from the University of Colorado-Denver.
